On the ballot: a Charter amendment

With all the attention being paid to the Taxpayer Bill of Rights and the races for State Representative, State Senator and other offices, it might be easy to forget that Gray has a ballot question of its own: namely, the Charter amendment that would dramatically reduce the ability of Town Meeting to establish a budget for Gray. The amendment would transfer budget authority to a public vote at the June election. Town Meeting would convene to set budget figures that would then be sent to referendum. At present, Town Meeting is open to any registered voter in the Town of Gray. The date of the Meeting was changed last year to May (from June) in order to spur attendance. A typical Town Meeting crowd numbers 100 or less. Supporters of the change say that a referendum will attract a more representative sample of the Town; opponents say there may be more voters, but they will not be as well informed. The Town Council has yet to explain what would happen if an individual department's budget is defeated. Chair Gary Foster has suggested that a new Town Meeting may be called; others think the department in question would have to be closed down. | [an error occurred while processing this directive]
